The measure, passed by the House 385 to 35, directs the Internal Revenue Service (IRS) to issue the rebate checks to so-called “resident aliens” who don’t need to prove their legal presence in the United States. Resident aliens are classified by the Treasury Department based on how long they have lived in the U.S. and the agency uses unofficial information provided by the alien.

Since the stimulus bill was considered under a procedure in the House that did not allow an amendment to restrict payments to illegal aliens, millions stand to benefit from the measure. That means a large portion of the money will be sent back to the home countries of the illegal immigrants.

Phoenix police Officer Nick Erfle survived two bouts of cancer to put back on his uniform and patrol the city's streets. Erfle had been an officer for eight years. He was pronounced dead at 9:30 a.m. He was a husband and a father of two boys ages 3 and 5.

On Tuesday, a jaywalker shot him in the face and killed him. Martinez shoved Erfle to the ground, pulled a gun and fired multiple times. Police said it all happened in a matter of seconds.

The illegal offender didn't have identification but gave officers a name and birth date that Erfle ran through a police computer. That search turned up a misdemeanor warrant for shoplifting out of Tucson.
Police would later find out the man hadn't given his real name. Martinez likely used an alias because he was trying to hide the fact he had felony warrants for aggravated assault and false imprisonment, stemming from a 2006 domestic-violence incident.

The gunman, an illegal immigrant who had been deported last year, fled after shooting Erfle, commandeering a stopped car at gunpoint and ordering the motorist to drive. About an hour later, a Phoenix police tactical team surrounded Erik Jovani Martinez, 22, on a west Phoenix street and shot him dead as he pointed a gun at the hostage. The hostage was not hurt.

Martinez, who had three children, was a gang member with a history of drug abuse, police say. He was convicted of theft in 2004 and served a short stint in prison in 2006. Immigration officials confirmed he had been deported in March 2006.

Callanen earlier this year was updating the county's list of eligible voters when she discovered some 330 people who should not have been on the rolls because they weren't citizens.

Callanen compiled the list of names after she determined that they had stated on juror summons cards that they should be excused because they weren't citizens

Officials involved in a joint federal-state probe say that some of the dozens of people under investigation in a months-long Bexar County voter fraud case may be charged with both state and federal crimes. Federal investigators are to meet this week with local prosecutors to coordinate the cases being developed and determine who'll face state felony charges for voting illegally and who will be deported for violating federal immigration law.

No arrests have yet been made.

Authorities said they are anticipating charging some of the undocumented people alleged to have voted in Bexar County with felony violation of state law before they are turned over to immigration agents and likely deported

41 people who allegedly voted, some repeatedly, despite being non-citizens.

Reed's office will determine who will be charged with felony offenses after a meeting between Homeland Security Department investigators from Immigration and Customs Enforcement and Adriana Biggs, Reed's white-collar crime division chief.

"The joint federal-state strategy will likely be that (Bexar County) pursues felony voter fraud charges, while the parallel federal investigation will focus on violations related to identity theft, re-entry after deportation and other violations of (federal) immigration law," ICE spokeswoman Nina Pruneda said Tuesday.

She said it appears likely that some of the investigation's targets will be prosecuted in state court on voter fraud charges before facing an immigration law judge in deportation proceedings.

Arellano was a Fugitive, who ended up with a big break and one a heck of a favor. No jail sentence at all. She was sent back home by ICE to her. "Beautiful country, filled with opportunities". "As she has stated herself, in an interview she freely did immediately after arriving back home in, Mexico."

Even after holding a false Social Security card and working for an APPARENT Chicago connected, City Contractor, within the privatized city Janitorial Services. Our questions now are. How did she manage to hook up and go into an O'Hare Airport, High Security job in the first place? Were led to think. Elvira just happened to stumble upon a job at O'Hare, and managed all this on her own. Does anyone recall the words. Walsh said police were shocked by the behavior of the bystanders.

At one point, the 26-year-old woman knocked on a door, yelling for the occupants to call police. A man inside that apartment told police he did not open the door or look out, but said he did call police — although they have no record of his call, according to court documents.

Minnesota law makes it a petty misdemeanor to not give reasonable help to a person in danger of "grave physical harm."

Walsh said it is unlikely police would pursue charges against witnesses in this case because authorities would have to show that witnesses knew the woman was in extreme danger. ICE we need you, again.

Just weeks ago there was a tuberculosis outbreak (at least 131 tested positive) at a South Carolina poultry plant and health officials said the culprits were illegal immigrants infected in their home country before sneaking into the United States. The situation is becoming a crisis in the Carolina's because thousands of illegal immigrants go there annually to work in poultry, construction and other industries.

In the past several years, big U.S. consumer companies -- banks, insurers, mortgage lenders, credit-card outfits, phone carriers, and others -- have decided that a market of 11 million or so potential customers is simply too big to ignore. It may be against the law for the Valenzuelas to be in the U.S. or for an employer to hire them, but there's nothing illegal about selling to them.

So with a wary eye on the heated political debate, business is targeting the Valenzuelas and millions of others who have entered the country illegally. Many companies do so more or less openly. Wells Fargo has half a million matrícula accounts, a majority of them, they acknowledge, opened by unauthorized aliens who lack regular residency or citizenship papers. At the Valenzuelas' branch, fully 80% of accounts are opened by matrícula holders. Blue Cross of California, whose parent, WellPoint Inc. (WLP ), is the nation's largest health insurer, sells health insurance to matrícula holders from company-staffed desks set up inside Mexican and Guatemalan consular offices in the U.S. Sprint Corp. (FON ) accepts such an I.D. for cell-phone contracts.

Other companies, such as Kraft Foods Inc. (KFT ), won't discuss the status of their customers but explicitly target Hispanic newcomers -- more than half of whom are estimated to enter the U.S. illegally, according to a new study by Pew. The consumer-products giant provides workbooks at local English-as-a-second-language classes that include instructions for using coupons for products such as Kraft's Capri Sun drinks in U.S. grocery stores. It also hosts bilingual sweepstake events in Hispanic neighborhoods. "We need to fish where the fish are," says Robert Simpson, Kraft's director of multicultural marketing. He calls part of the Hispanic audience he's trying to reach the "unacculturated," meaning people unfamiliar with American culture and customs.

The corporate Establishment's new hunger for the undocumenteds' business could have far-reaching implications for America's stance on immigration policy, which remains unresolved. Corporations are helping, essentially, to bring a huge chunk of the underground economy into the mainstream. By finding ways to treat illegals like any other consumers, companies are in effect legalizing -- and legitimizing -- millions of people who technically have no right to be in the U.S. It's even happening in mirror image, with some Mexican companies setting up programs to follow customers who move to the U.S. All this knits the U.S. and Mexico closer together, further blurring the border and population distinctions.

The economic impact could be significant. While most analysts peg the number of illegal immigrants at 10 million to 11 million, a recent study by Bear Stearns Asset Management (BSC ) concluded that data on housing permits, school enrollment, and foreign remittances suggests there could be as many as 20 million. Either way, experts agree that the undocumented, a majority of whom are Hispanic, are one of the nation's largest sources of population growth. They add 700,000 new consumers to the economy every year, more even than the 600,000 or so legal immigrants, according to Pew's new study. What's more, 84% of illegals are 18-to-44-year-olds, in their prime spending years, vs. 60% of legal residents.

We find this to be all underhanded tactics and were now wondering, if this group helped propel radical Rev. Sharpton to also set up shop here in Chicago. Cut and pass another tainted slice of the Chicago political church pie connection, Chicago politics. Interesting, Arellano was cleaning planes at O'Hare Airport. Any one know who had this contract out of Chicago? Things that make you go, hmmmmmmmmmm.....

Nine influential African-American ministers, who are now part of a broad coalition called Clergy Speaks Interdenominational, said Arellano is contesting an immoral government policy as Parks did. They say even though Arellano broke the law, she should not face the prospect of being separated from her young son, who is a U.S. citizen.

Speaking from the pulpit at Adalberto United Methodist Church, where Arellano has lived as a fugitive since refusing to report for deportation last week, Rev. Albert Tyson said he hopes their support would increase the bonds between Latinos and African-Americans.

"Injustice is injustice. Period," said Tyson, president of the group and pastor at St. Stephen AME Church on the West Side. "We have so much more in common than we do that separates us."

The group was formed this year to lobby for issues of social justice, such as police brutality, after State Sen. James Meeks (D-Ill.) was pulled over in a traffic stop some considered racial profiling.

The group met Monday and voted to take up Arellano's cause, which was presented to them by Rev. Walter Coleman, pastor at Adalberto and a member of the organization.

WAUKEGAN GOING FORWARD A ILLINOIS 1ST ILLEGAL ENFORCEMENT

At 8 PM this evening Waukegan's city council reaffirmed their vote from the 2nd of July to train and allow Police Officer's of Waukegan, to enforce immigration law. <

Once trained, officers could identify, process and detain immigration offenders as they come across on the job.

Hyde and other officials have said the program would allow officers to start deportation proceedings for both legal and illegal immigrants convicted of crimes such as murder, rape and drug-related felonies.

Hyde has said the city won't participate in raids on employers or community groups, but that the deportation procedures would apply to offenders police encounter on the job.

The measure is commonly called 287(g). ICE currently has such agreements with law enforcement agencies across the country, including the Alabama Department of Public Safety/State Police and the Florida Department of Law Enforcement. About 75 applications from law enforcement agencies are pending, an immigration spokesman has said.

The council voted 7-2 in June to apply for the program, but a member who voted for it then tried to call it back for reconsideration.

THAI IMMIGRANT ABDUCTS AND MURDERS 12 YEAR OLD

TACOMA, Wash. - A Thai immigrant convicted of incest led investigators to the body of a 12-year-old girl who had been missing since the Fourth of July, and is expected to be charged in her death, authorities said Friday.

Police are also trying to determine whether Terapon Adhahn, 42, is connected to other missing child cases that date back to 1986.

Zina disappeared July 4 after being sent down an alley behind her home to bring back some of her siblings, who had wandered off to watch fireworks. Her father heard her scream, found a single flip flop on the ground and saw a boxy gray van driving away. His partial recollection of the license plate number led investigators to Adhahn.

A search of the Parkland home south of Tacoma where Adhahn had been staying turned up "girl's undergarments," according to a search warrant return.

The cases being reviewed by police date back more than 20 years. Michella Welch, 12, of Tacoma, was found dead hours after the girl disappeared from a park on March 26, 1986. Later that year, Jennifer Bastian, 13, of Tacoma, was found dead in a park where she'd been last seen riding her bicycle two weeks earlier.

Other cases under review by authorities include a 4-year-old who vanished in 1995 and a 10-year old who vanished last year.

Adhahn, a legal permanent resident of the U.S., could not have been deported for the incest conviction because it was not an aggravated felony and it was his first offense, U.S. Immigration and Customs Enforcement spokeswoman Virginia Kice said Friday. But a 1992 conviction for intimidation with a dangerous weapon could have made him deportable, and Adhahn was being held this week on an immigration complaint. He also was charged with failing to register as a sex offender.

ICE has employees who screen cases for immigration violations at the Criminal Courts Building, but they are on duty only during business hours.
