CLOUT DOUBT
Being committed to an individual for favors asked and favors returned is no way to run the City of Chicago Police department at least not in our opinion. What you get is devotion to the individual requesting and providing the favored merit promotion its not to the betterment of the department as a whole. Where there are bad boss's politically PROMOTED based on merit handshakes then protected in the favor and favored realm, you end up with bad management and bad management always works its way down.
