CHICAGO POLICE 311 (ARS) OR CIVILIAN 311 TIPS?

What was not told in this short blurb is what part of 311 will be fielding all those anonymous tip calls. Will this be done by the civilians known as 311 with no police training in investigative questioning and why not? After all Crime-Stoppers are not the police and their taking tips.
Crime-Stoppers have received over 5000 anonymous tip calls. Volume too heavy for them they want assist and Mayor Daley has it.

We have been tipped that 311 civilians run regularly in the red with massive calls waiting to be answered within their que for city services. Now they will be doubly daunted with added massive anonymous tips of crime calls. Citizens wanting city services and attempting to reach the other portion for police services will just have to continue to sit and hold longer. That is until your call is answered, returned, eventually or not. Or will the Police side (ARS) be required to handle?

311 and ARS run their stats off of call numbers received and ARS juggles to prove their additional stats of call numbers in reports taken to qualify them as worthy within Police Headquarter and the Mayors eyes. A very recent struggle in the Police ARS side occurred when ARS had to march down to headquarters to prove their report numbers exceeded just their interest in pumping up their call in take numbers. After the Lt's. head was placed on a chopping block he quickly went back to pumping up the report stats and slamming the Officers on call volume which ARS had formerly imposed. ARS limited Duty Officers are not exposed to the public eye or contact. Their required to be in uniform, they cannot bid out or bid for a watch until they have been in the unit for two straight years. Like all limited duty officers throughout the Police department in order to be promoted they must become full duty.

There is "NO SENIORITY honored in ARS" unless it is for furlough or a Personal day. "Their restraint is further held in check by the powers to be far more so, than any other limited duty assignment city wide." "It is known as the Dumping Ground for the selected, the next ticket is out." ARS also covers the 911 OEMC center security assignment. Where there are said to be some deplorable unsafe working conditions with indifference to the Officers well being and safety with virtually no Homeland Security support or training.

311 and Alternate Response Section (ARS) are two separate entities. City Services (311) are civilians and ARS is locked down uniformed limited or convalescent Duty officers along with Stripped Officers with no police powers. They work within the same facility as 311 civilians but work off of two separate ques. The que has a screen letting each side known when their (Red backed-up with calls waiting or Green calls cleared no holds.) The length of time an Officer or Civilian is either on or off a call is logged by computers with over site by Uniformed Sgts, Stripped Sgts and or some personally selected mgmt. picked employee.) The ARS watches are top heavy on 2nd watch (days), light on 3rd watch (afternoons) and slim on 1st watch (nights.) Its the typical dis-balanced miss-managed watch manpower seen throughout the Police department.

311 to take crime tips Chicagoans will be able to call 311 to make anonymous tips to help police solve crimes, under an initiative unveiled by Mayor Daley on Friday.
