“What can we do? Some work in a restaurant. Some clean dishes. … I know people who are doctors who I see driving a taxi,” Becker said.

Looking to level such professional hurdles, a coalition of academics, activists, religious leaders, business executives and police officials today will unveil a blueprint to better integrate the state’s 1.7 million immigrants.

The far-reaching agenda puts Illinois on the cusp of a burgeoning national movement. Immigration reform remains stalled in Congress. States and local governments, meanwhile, increasingly press for local relief, be it cracking down on illegal immigrants or offering in-state tuition.

Illinois’ comprehensive plan — the first of its ilk nationwide — calls for everything from credential transfers to English classes and cultural training for state employees.
